Doesn't happen here. I use "Shared application icon" all the time and
double clicking does not launch a new instant.

Correct. Traditionally, In a NeXTSTEP environment, one can use the "File
Viewer"'s shelf as a non-appicon based launcher (which GNUStep's
GWorkspace is a clone). For your needs, I suggest the WMDrawer dockapp:

I have used "Window Maker" since the beginning and have never seen this.
