I've implemented the four different options for the behavior of attempting to drag a maximized window, as hashed out by Iain and Yury.
Note that, for now, it's only configurable in ~/GNUstep/Defaults/WindowMaker. I figured I'd send in this patch for comments while I work on the WPrefs.app patch, which is still in progress.
