Hi Ed, I've built WindowMaker Debian packages just yesterday and encountered this error, too. My take is that all manpages from section 1x were moved to section 1. So, the file wxpaste.1x was renamed to wxpaste.1 (and some others too).
One other issue was that I had to apply debian patches manually (with dh_quilt_patch). The automatics that should have been in debian/rules just did not work.
