I was about to say no, but it turns out you're right! These omnipresent icons I have here, they look as though they're attached to the clip, but they're actually part of the dock instead (I have the dock icon at top-right and the clip icon at bottom-right). The catch seems to be that if I attach them to the clip vertically, they stay near the clip but they're actually in the dock. To really attach them to the clip, I must put them horizontally beside the clip. Then I get the same menu you showed. That's rather tricky and counter-intuitive, since they look attached to the clip both ways. Thank you for literally steering me in the right direction.
