As far as size is concerned, windows can request whatever they want, but the wm has the last say there according to ICCCM, if I'm not mistaken (inc-handling being an exception). Not sure about hints in general, but the fact that they are called 'hints' suggests that it's still up to the wm to decide whether or not to grand a client its request...
