I wouldn't be surprised if Citadel (owners of ABC Radio Networks) didn't use some one in house to save money (Ron Chapman? Gill Gross?). Or maybe have Paul Jr do it as he has much of the last few years. Since Fred Thompson is no longer filling in for PH, as he ran for prez, then became Westwood one's replacement for Bill O'Reilly, I would say he's probably out.
ABC for years had a cash cow in Harvey. You couldn't just take Harvey, you had to talk Harvey and ABC news and whatever else they could stick you with, usually a bunch of weekend sports updates, and other features, and sometimes the station got no compensation for the network commercials, which was not the norm for radio networks. And if you cancelled Harvey you could end up running spots for years without compensation.
