Create an Ant task to validate a set of WSDL 2.0 files. The task should let the
user set all useful properties of the validator.
The initial properties are:
1. always do validation since its a validatation task
2. add a boolean to set fail-on-error
3. add a boolean to set verbose output
Future properties include setting all other Woden properties, including
user-defined ones, and specifying validators for extensions.
