A QName specified as the 'ref' attribute of an interface fault reference does
not resolve to any interface fault, but this problem is not reported as a
validation error. This JIRA follows-on from WODEN-12 which dealt with the
failure to resolve the QName (due to lack of support for interface extension).
WODEN-12 has now been resolved, but comments indicated that Woden validation
should have reported this QName resolution failure so I'm opening this new JIRA
to capture that requirement.
This issue applies not only to resolving an interface fault reference to an
interface fault, but to any similar use in WSDL 2.0 of qname references so the
fix should apply more generally than just interface fault reference.
