We are allowed to redistribute the W3C schemas. These should be added to our 
woden.jar and the URI resolver should be configured to use them.

For the purposes of running the tests, I've modified the build.xml script to:

1. get the zipped W3C test suite file,  to /downloads/test-suite.zip
2. unzip this to /downloads/w3c/

All tests should run from there.
We should build woden.jar to include the schemas.
