The Part 2 spec has not been updated yet to implement the solution for CR113,
so based on what I think it will be I'll make these additions to the Woden SOAP
extensions API:
SOAPBindingExtensions.getHttpQueryParameterSeparatorDefault()
SOAPBindingOperationExtensions.getHttpQueryParameterSeparator()
