We discussed this on the WSDL2 implementors call and working group call today,
Thur 22 Feb. There are some further changes to be made to the relevant part of
the spec (Part 2, 6.8.1.1) but I don't think they will alter the support for
raw vs encoded templates. I will implement the support for raw template (i.e.
the exclamated curly left brace) as requested. This will basically behave as
per the original syntax for http location before the exclamation mark was
introduced.
