Thanks John, The initial fragid code and the toString implementation using
that is also done for Woden-32 and I've given you the code to test before
attaching it to the jira.

Maybe to work on the fragids more, other jiras need creating for
de-serialisation and locating components? I'm not sure what priority this
will need, what other uses are there for Woden with the extra fragid
support?

Arthur, What are the WS-Policy group going to use fragids for you mentioned
in Woden-32?

Also so everyone knows I'm going to be away until next Wednesday.
