Create a Durable URL for WSDL Viewer Stylesheet and Autopublish from Build

We need a durable URL for the WSDL Viewer stylesheet. I suggest:
http://ws.apache.org/woden/stylesheets/wsdl-viewer.xsl
People can then add an xml-stylesheet directive to their WSDL files and refer
to this URL, e.g.:
<?xml-stylesheet type='text/xsl'
href='http://ws.apache.org/woden/stylesheets/wsdl-viewer.xsl' ?>
The stylesheet is the all-in-one version which is build at
/woden/wsdl-viewer/target/dist/wsdl-viewer.xsl
