Provide a functions to disable "dereferencing" namespace URI

The WSDL 2.0 specifications states that WSDL 2.0 target namespaces SHOULD be
derefrencable [1]. However, for development systems that are not connected to
the Internet (Offline) it's just not possible to perform this. Also, because
it's just a "SHOULD" I would propose to provide an option to disable the
dereferencing of the target namespace.
In case derefrencing of a targe namespace fails I would propose to issue
warnings only , it's not an error.
