Hi Jeff, The WSDL 1.1 to 2.0 converter definitely needs some love. It hasn't been touched in a while. The source of the converter can be found at [1].
Did you have anything specific in mind with the unit tests? If not, I would suggest just starting in on the converter and adding tests as you go. AFAIK the converter has 0 tests. Woden issues are tracked in Jira [2]. Let me know your id once you sign up for an account and I will add you to the Woden developers list so that issues can be assigned to you. As well, the Apache Software Foundation requests that contributors must sign an individual contributor license agreement (ICLA) [3].
