Hi, This is Naoko, one of the admins of Japanese WP team. I wrote a codex page about how to add your localized version of WordPress to Windows Web App Gallery.
http://codex.wordpress.org/Localized_Package_for_Windows_Web_App_Gallery Microsoft recently translated the App Gallery site and Web Platform Installer. WordPress (English) is already on the gallery (http://www.microsoft.com/web/gallery/wordpress.aspx), but they are also looking for localized open source apps to add. Let me know if there anything that's not clear enough in the Codex page.
