If this is a "feature," it's certainly not appreciated by me -- adding index.php just makes the address messy.

Permalinks do not seem to work anymore. I've tried this both locally and on
two different hosts and while a 1.5.2 installation works with no problems
1.6 does not even create a .htaccess file or write into an already created

Is this a "feature", i.e. has the functionality been disabled or simply a
bug or something wrong on my side. The only reason it might be a feature is
because all the examples in the new interface start with index.php/
