I think the activated plugin should have the color in the background. That
way a person naturally assumes it is activated from a quick glance.
I'll also vote +1 on this. Perhaps just switching the background colors
of them currently will help better? Whatever is Activated, will have the
grey-ish background. Whatever is not activated... will have a white
background? What you all think...?
