I think I was importing certificates once, and it did work.

I used repackaging software to do it.

Here are the steps to reproduce:

1. Download WininstallLE 8can be something else as well), install it on 
a clean machine, and scan this machine
2. Install the certificate
3. Start the scan again (Disco)

You will have a MSI package, and installing it will install a certificate.
If you examine the MSI closely, you will notice that it's the registry 
entry only.
