No, i think i've found a 'third case'. Some information.

a) if i run wpkg service with administrator power, the same behaviour
apply if i run with /q the process stalls forever, if i run with /q:a
 they fail.

b) if i run under at (egein user SYSTEM) WITHOUT /interactive the same
behaviour again: stalls with /q, fail with /q:a

c) if i run with at, but with /interactive, the program effectively run
 (with /q or /q:a) flawlessy.

Now i'm considering an install script that actually add an at calls on
now()+5min with /interactive against a batch script that simply print
'please don't close this window'.

A terrible hack, but really i don't know how to do... ;(((
