I don't know if this behaviour is by design or not:

I remove a package reference manually out of WPKG.XML in Windows\system32.  On 
next run, it attempts to install the package (based on the profile), and 
ignores the check.

Am I trying to use the check in an unexpected way?  I have several apps (some 
checking for files, some for uninstall) that do not run the check.

The reason this is important to me is that I want to deploy WPKG for machines 
other than new installs and don't want the installs to be run when the software 
is already installed.  I just want it to realize it is installed and place the 
appropriate XML code into the WPKG.XML.
