Another bug found on the 'delayed logon' feature of WPKGService.

If you shut down the service itself (put it from Auto to Manual
startup), the delayed logon windows appear and run for the full
'timeout'.

I've found this bug on another, possibly worster case: try to boot in
'safe mode': in safe mode rather no service are run, but the wpkg
delayed logon window appear for the full time... ;(((
