Ive tried checking for an installed global extension using a wpkg file 
check (v0.9.10), however it failed when it tried to parse the CSLID in 
the path.
C:\Program Files\Mozilla 
Thunderbird\extensions\{A8D79039-639F-4c4c-9C20-9C43596C8B5D}\install.rdf

I opted to touch a file with the extension name and the date in the 
title. Is the path parsing an issue for anyone else?
