This only concerns execute once / always - see
http://wpkg.org/Execute_once_/_always.
Some discussion: for execute="always" upgrades don't make sense, but on the
other hand, it can make sense to use "upgrade" commands for execute="once"?
Anyway, closing as invalid, if someone disagrees, argument and reopen.
