Could you try if rebooting works if you use this file: 
http://wpkg.org/WPKGSrv.exe

Just replace the one you have in %PROGRAMFILES%\wpkg

If you already reached the maximum allowed reboot count, you can set it 
back to 0 again in the registry: HKLM\SOFTWARE\WPKG.ORG\Restart\Count
