I did some output collections within the wpkg-redesign (see Bug 79). By default
/dryrun implicitly enables /debug. I already thought about removing this
constraint - especially if it is still possible to do debug-logging. However
currently it's still there.
I am closing this one for now. Please re-open if you feel it still needs to be
changed.
