cscript \\server\share\wpkg.js dies without explanation, exit code 2 (I think - don't have code to hand). I think it should die with an explanation, which the patch achieves. config.xml could well be a red herring - I've not looked very far into the detail yet but I had to apply the patch before starting to see error messages....
