Well... usually they are not admins... But some notebook users are... That's because they usually are not in-house and I cannot keep them with hands bounded while they have to connect to clients/partners networks, printers and so on... And in those cases they have to install drivers, setup network, etc... So, for cases like this it can be useful some "install prevention" policies...
