IMHO, we do not need graceful shutdown/restart in the IDE. This is only
required in a production system and is not too useful in an IDE.

I think "WSAS graceful stop" & "WSAS forced stop" might be a better
choice for naming these options.
Or maybe even "WSAS stop gracefully" & "WSAS stop forcibly". (but not
"forcefully").
