The policy elements are not added to the generated wsdl2.
Steps to reproduce:

1. Log in to WSAS management console
2. Select version service
3. Assign UT over https security scenario
4. Select wsdl2 link (or just issue ?wsdl2)
<wsp:policy> is not included in the wsdl2.
