There are issues highlighted by the Digital Economy Act that you will want to navigate regards open access but otherwise its a great time to get involved as the equipment available has made significant technological jumps in recent years and philosophy is well established.

Does your funding support on going running costs or just startup capital? You certainly need to get the mix right from the start by making limitations of funding known and collecting a fee equal to the cost of service even if this slows the initial deployment or seems counter intuitive as you will always need funding in some way.
