You need to give them your WAN ip address, if you have a router, check your ip address in the router set up for WAN, also if you have a router, you need to make sure you have an ftp port routed to your server, usually the default is port 21.

On my computer I can ftp into ftp://Xxx-Xxx/myfolder but if I give someone that address with userid and password and they create an account in their ftp client, they can't connect to my computer.
