I see two problems - one obvious, one I'm not sure about. The one I am sure about is that the pop-up menus don't show up in IE.
Second, you have a z-index of 13 for the center div, and a z-index of 1 for the nav div. The menus don't have a z-index, so they will inherit from the parent, z-index: 1.
