While nothing will beat the old-fashioned 'by-hand' approach, Topstyle's 'style sweeper' does a pretty good job.

It can automatically combine your rules, sort your selectors logically, and even order your properties by spec. (i.e. css 2). Oh, and it can create shorthand for font, background, margin and padding.
