Why do you let 8-year-old browser to stop you from making good pages?
I agree that webpages should be accessible to all - they should work without CSS and JavaScript.

I just use the @import; rule to prevent NN4 from loading the stylesheets, and a bit of server-side trickery to display a message for NN4 users, urging them to upgrade (or when thats not possible... just a simple <div> (with display: none; specified in the style-sheets) with the upgrade message inside it)
