My 3-column lay-out has a bit of a snag. The left-most sub-column has a border that doesn't stretch all the way down to the length of the longest column (the center column).

Sorry, you must think I am drunk or something.
If the center is always going to be longer than the left put the border on the center. Otherwise, if the left may be longer than the center, put a border on both and make them overlap by positioning one over the other by 1px, either by position or margin -1px.
