The left column needs to have the light blue color continue to the bottom of the page if the main column is longer than the left.[...]
Make a gif the appropriate color and width, and use something like this in your CSS:
#wrapper { background: #FFF url(light-blue-color.gif) top left repeat-y; width: 650px;}
