Textpattern gets my vote too - I've found that it is very flexible. We've used it for several sites including www.cope.ltd.uk and www.selfcateringshetland.com. All the sites we've used it for so far have been static, i.e. 'non-blog' - there is no real problem setting this up once you understand how the system works.
My only concern with Textpattern is that some of our clients did not find it immediately intuitive to get to grips with.
