Janelle, another thing to consider when using ems and % for your font-size is to also apply these units to your layout (header, columns etc.). This way everything will flow just beautifully when resized. You need to get your designer to think outside the box and not be so precious. I've settled many an argument simply by throwing quotes from the Web standards bible at people. At the end of the day, when it comes to making a site accessible, they won't have a leg to stand on...
