Wouldn't activating the link in a screen-reader simply move the cursor (reading point) from the link to the beginning of the page?

It's been a while since I've sat down with a screen reader, but from my limited experience with JAWS the link would be announced as a "same page link" (or similar) and activating it would indeed move the cursor/caret/focus to the top, as expected.
