Since most web pages are skimmed rather than being read in a traditional, linear fashion, it makes sense to use the full tag and attributes on every occasion. The traditional, print-based method was to only expand the abbreviation/acronym on first use, to save space, but this does not apply to an attribute applied to a web page tag, which takes up zero visible space.
