You have a typo in your clearfooter div:

Hi Scott

Thanks - not exactly a typo - I use that method if I want to temporarily take something out of the CSS and might want to put it back later. Anyway, I solved the main problem by removing the footer from #container so now it just sits under all the content. IE7 is happy with that. However IE6 is still misbehaving. I tried a * hack but it still is not showing the footer correctly.
