Stuff jumping around like that in IE usually indicates a hasLayout issue. An easy way to test is to do * { height: 1% }; it'll probably do strange things to the layout, but if it stops the jumping, you know you then only have to narrow it down to the offending element.

And no, the background's not transparent.
