Yes, real, definitely. But think about it, the government would already, and in some part already do filter information. If they went to the extremes outlined though, don't you think that generally the public (not just the web development community) would put up such a stink about it, the government would be forced into taking several steps back.

Unfortunately though, even though the government is supposed to work in the best interests of it's people, they don't in the long run.
