Im re-writing all the macros, as trying to patch them up was not working
out well. Additionally, user include paths was not working the way the
should if at all in some cases.

Agreed, it should, but I've tested it several ways, and it doesn't work
properly in all cases.
Autogen.sh and configure still not checking for f2py3
This is fixed. I still need to add user include paths for non-standard
locations or custom builds.
I've also added python3.2+ minimum checks.
Wspr runs and identifies itself as r4103 with last revision in Sep 2010
That's becsue the r4103 comes from the wspr.py file, not from the latest
Check-In to the repository.
