OK, something is going wrong in the installer. That error is related to 
a crippled version of the MS Crypto API. I'll see if I can source a 
version of the NSIS installer crypto plugin that works with all verions 
of the MS Crypo API including the crippled "Export" version that doesn't 
have the strong Cryto API interfaces.

What version of Windows are you seeing this with?

You will get issues with some JT65 decodes as kvasd.exe is needed to 
decode them without error.
