Wouldn't WSPR band hopping fall under automatic mode?

Report and Order defines as being 1.5 kHz above the suppressed carrier

Subject: [wsjt-devel] Multiple frequencies on 60 meter band hopping
Hello,
Since some countries in Europe are now using 5.364.7 on 60m, I tried
adding that to the frequencies list, it added fine but gets skipped when
60m is selected for band hopping. (That is it only uses the 5.287200
entry. I deleted the 5.364700 entry and modified the existing 5.2872
entry to the new frequency and it worked. Is it possible to have
multiple entries on the same band for band hopping? Or is there another
configuration file I can modify?
When I had both entered, both did show up on the drop down band list.
I am using 1.7.0 release for linux.
