The .deb files posted on Joe's website were more than likely built on a 
Ubuntu distribution, most probably 16.04 considering Ubuntu 14.04 gcc is 
sitting at 4.8.3.

To answer you questions, I don't think anyone is building packages for 
Debian specifically. I build PPA packages for Ubuntu against a number of 
versions & architectures.

I've been told, on occasion, that using Launchpad for Debian proper 
distributions is not advised, but, many of the WSPR users are on 
Raspbian which is a direct pull from Jessie I believe.

You have a number of options:

[1] Use the Ubuntu Trusty .deb (for your arch) off my Launchpad account. 
Ubuntu Trusty was sourced from Jessie, and should work for you.

[2] Try to use my Launchpad PPA method of installation:

[3] Use the instructions contained within the WSJT-X repository for

There are other methods, but those are known to work with high success 
rates.
