Hi all,

I've found that the JT9 decoder in r7552 seems to be broken. I'm
listening on 40m and signals are good. Some periods I get decodes as
normally, while other periods I get no decodes.

Here is the recording of one of the periods where I got no decodes,
using the jt9 command line tool.

$ jt9 -d 3 -9 ~/.local/share/WSJT-X/save/170126_2128.wav
<DecodeFinished>   0   0

If I use jt9 from 1.7.0 on the same file, then I get decodes.

$ ./jt9 -d 3 -9 ~/.local/share/WSJT-X/save/170126_2128.wav

This sort of thing has also happened in many other periods.

It seems that the JT65 decoder also suffers the same problem, but I
haven't looked into it any further.
