This issue involves foreground color, not background color:

In Settings > Colors:


   1. Click Reset Highlighting, and confirm
   2. Uncheck all boxes in the Decode Highlighting list
   3. Right click CQ in message, Foreground Color, pick something other
   than black, e.g. red; click OK
   4. Check only boxes for New Call on Band, and CQ in message
   5. Note that New Call on Band and CQ in message have different
   background AND foreground colors.
   6. Click OK

Now one would expect decodes for New Call on Band, and CQ in message, would
have different background AND foreground colors.

However: background colors are indeed different, but foreground colors are
the same, e.g. red.
